Jose Alpuche Defends 2 Hats: Agric C.E.O., BAHA Chair

Is calling out C.E.O. of Agriculture Jose Alpuche for also being the chairman of the Belize Agricultural Health Authority political mischief, or is there a legitimate concern that his dual role constitutes a conflict of interest?  According to Alpuche, the Ministry of Agriculture subsumed BAHA prior to it becoming a statutory body where a seat has always been held on its board for the Chief Executive Officer.

“I’ve heard that notion.  BAHA, the functions of BAHA used to reside within the Ministry of Agriculture before it became a statutory body.  The C.E.O. of the Ministry of Agriculture has always served on the BAHA board.  This is not the first time that the C.E.O. is the chairman.  I really think some people are trying to create difficulty where difficulties don’t lie.”
