But when it comes to his personal decision, Mora says he leaning toward a no. He’s been acquainting himself with past rulings by The Hague on similar cases of territorial disputes. Here’s how he put it.

“I have not been able to arrive at a decision. I have more leads that I am following right now. We’ve seen some pronunciations done by the International Court of Justice as it relates to the UK and Mauritius and I think that that is very interesting to observe. But it has to be in relation to our current situation; how it applies to our current situation. Is it soluble? Can we apply it to our current situation? Or do we say yes or no and then decide how to address it.”
