Senior cop accused of collusion w/drug cartel
Assistant Police Commissioner in Charge of Operations, Hugh Cain, has been suspended from his duties amidst allegations that he’s involved in the transhipment of drugs through Belize. Cain told News 5 in an interview today that he was shocked when he was informed on Friday by Commissioner Hughington Williams that he had “bad news” for him.
Asst. Commissioner Hugh Cain, Commander of Operations
“He gave me a letter and in the letter it basically says that reports reaching the office of the Commissioner of Police indicate that I am colluding with a known drug trafficker in facilitate in the transhipment of drugs through the country o Belize. The letter then goes on to give me two option, which is basically I have the option that I can voluntarily resign subject to giving the names of all the suspected and criminal police officers and public officers that I have been colluding with. The alternative would be that he would apply to the Security Services Commission for my dismissal. I have since indicated that I am prepared to go in front of the Security Services Commission, I don’t have anything to hide. That is basically the position we are at at the moment; we will be going to the Security Services Commission.”
Ann-Marie Williams
“Did the letter say who is the suspected drug dealer?”
Hugh Cain
“Yes it did say.”
Ann-Marie Williams
“Can you tell us?”
Hugh Cain
“The name of the drug dealer that they say I have been suspected to colluding with is Carlos Moreno.”
Ann-Marie Williams
“Is there is truth to that?”
Hugh Cain
“There is no truth to that.”
Ann-Marie Williams
“Were you surprised at all when you were told of the bad news?”
Hugh Cain
“Actually, I think it was very cold time. It was more than a mild shock, I thought it was black Friday. But as I said, that is the position we are at and we will go and see the Security Services Commission and have it dealt with there.”
Ann-Marie Williams
“In the meantime…”
Hugh Cain
“In the meantime, I have been relived of my duties and I have handed over to Senior Superintendent Bernard Lino.”
Mexican Ambassador to Belize Arturo Trejo said he is unable to say whether Jorge Carlos Moreno is in fact Jorge Torres Teller, the reputed head of the Juarez drug cartel in Mexico. According to a headline story in this weekend’s “Reporter”, Moreno, now on remand in Hattieville for trafficking in over three thousand, three hundred pounds of cocaine found in a Belize City apartment, is in fact Torres, one of Mexico’s most wanted criminals. Moreno is being held under special guard out of fear that his colleagues in Mexico will try to spring him either through force or bribery.
