Mafia Father Yakup Sut, Elvin Penner and Fraudulent Nationality Documents

Yakup Sut

The infamous Won Hong Kim who illegally received a Belizean passport while sitting in jail, shed light on the illegalities taking place at the Immigration Department over the years. Kim was not the only case; tonight, we have the case an alleged notorious Turkish leader of an organized crime ring. He is Yakup Sut, who like Kim, illegally received nationality using back dated and fraudulent documentation when Elvin Penner was the Minister of State at the Immigration Department. Sut’s case came up in the senate inquiry and report and his name is also in Turkish newspaper for his involvement in organized crime. Here is Hipolito Novelo with a report.

The recently adopted Senate report confirms that Belizean nationality documents were fraudulently issued to Yakut Sup. Well, according to the report, Yakup Sut’s permanent address was stated as San Pedrito Area, San Pedro Town. The documents were signed by disgraced Immigration Minister Elvin Penner on June third 2013 and certified by Erwin Robinson on August twenty third 2013. The auditor general found that there were discrepancies pertaining to the date of the documents. The report states that Penner had backdated Yakup Sut’s certificate as those certificates were signed by him. The report found no evidence that had paid the three hundred Belize dollar fee charged for nationality by registration. During the Senate Select Committee inquiry, Penner stated that he knows Sut through business relations. Sut who is from Turkey met with Penner in Germany and in Los Angeles.

But who is Sut? Sut is believed to be the leader of an organized crime organization operating in Istanbul, Turkey. The organization is said to be involved in numerous threats and looting events and that they were trading illegal weapons. Authorites in Instabul carried out operations which resulted in the detention of Sut and thirty three of his minions. Sut, the famous mafia father was arrested for crimes such as “looting, threats, possession of unlicensed weapons, intentional injury, establishing or managing an organized crime organization, and membership of a criminal organization.”

Sut is also said to have killed Abuzer Soldanlı in 1989 and one Halil Kurt in 1991, and was sentenced to life imprisonment. In 1994, he escaped from prison and was later caught and placed in Bursa Prison. He was taken to Istanbul for the trial, this time escaping from the courthouse. At the time of his escape, he attempted to kidnap the drug trafficker Nejat Das and ten others.

In 1998, it was claimed that it was the instigator of the armed attack against Esenyurt Mayor Çapan. He was again captured and put in the Kartal Special Type Closed Prison. Süt escaped from the hospital where he was referred with a complaint of gastric bleeding. This is the man who Penner in May 2017 testified of approving his nationality application.

“You performed the final vetting of the file, and you were the one who approved his nationality, is that correct?”

Elvin Penner, Former Minister of State, Immigration and Nationality [File: May 10th, 2017]

“I would have had to, because he applied, I believe, during the period that I was responsible for Immigration.”

Eamon Courtenay

“Did you or did you not approve of his nationality?”

Elvin Penner

“Yes, I did.”

Eamon Courtenay

“Now, with respect to your friend, Mr. Sut, your evidence is as I recall that you satisfied yourself that he qualified for nationality?”

Elvin Penner

“The way I’d be satisfied that he qualified for nationality would be by simply looking at the facts of the file.”

Eamon Courtenay

“But you see, Mr. Penner; you were boasting a short while ago when I asked you about your relationship with Minister Hulse, that you endured many long hours going through about two hundred files to make sure that they satisfied the requirements; and you were boasting earlier – you gave us a list: it starts with the clerk and then a receipt and then vetting and on and on, and then your final thing is that the Minister does a final vetting and you check – you remember?”

Elvin Penner

“Yes.”

Eamon Courtenay

“So in the case of Mr. Sut, I want to know whether you performed that audit, that extensive check on his file?”

Elvin Penner

“I went through his file, yes.”

Eamon Courtenay

“And you satisfied yourself that he qualified?”

Elvin Penner

“Yes, I was satisfied.”
