Escaping Prisoner Shot by Police; Officer Detained for Use of Excessive Force

A criminal and an internal investigation are being conducting on a police-involved shooting that occurred outside the Raccoon Street Police Station on Saturday. Reports are that the victim, Ryan Foster, had been detained, but fled. An officer pulled out his service issued weapon and fired a single shot catching Foster to the neck. It was all captured on surveillance cameras in the area. Senior Superintendent Hilberto Romero explains why the officer now finds himself in police custody pending charges.

“An investigation is being carried out and the police officer is detained pending charges.”

 

Andrea Polanco

“Sir how did he attempt to escape? Wasn’t he handcuffed or anything like that?”

 

Sr. Supt. Hilberto Romero

“He was not handcuffed. He went to wash his hands and took that opportunity to try and escape.”

 

Andrea Polanco

“Is there a reason why that officer is detained pending charges?”

 

Sr. Supt. Hilberto Romero

“Yes, because he gave us a version of the events and we saw contrary to that after the investigation.”

 

Andrea Polanco

“Sir it sounds a little muddled there. You are saying he gave a version of the events and the police, I guess, found out another version as to what happened. Can you provide us some clarity there, sir? Is the officer withholding certain information?”

 

Sr. Supt. Hilberto Romero

“Well he gave his version and the investigation showed other things that were not adding up and that is the reason he was detained.”

 

Andrea Polanco

“Was he negligent in his duty?”

 

Sr. Supt. Hilberto Romero

“Again the investigation is showing that the use of force was excessive.”
