Hit and run driver charged in Independence
Five days after he reportedly knocked down a four-year-old boy and then fled the scene, Independence police picked up Carlos Muschamp at his home in the village. Muschamp was charged with failure to stop and render aid, Driving without due care and attention, wounding, failure to report an accident and driving a motor vehicle while being disqualified. On Friday, October first, Muschamp, who was banned from driving when he was caught without a license or insurance, is alleged to have been driving his gray pickup in the village when he hit young Albert Rivas. The boy was cut in the forehead and complained of head and stomach pains.
