Two Officers Face Disciplinary Action for Assault on Detainee
Two police officers who are also in trouble with the law are Wilton Justin Montero and Jerome Emmanuel Ingram. They were both charged for harm after being caught on camera assaulting a detainee who was already handcuffed and incapacitated. That man was later identified as David Smalls of Santa Elena. Commander of the Professional Standards Branch, Senior Superintendent Calbert Flowers, gave us an update on this case.

“Two police officers have been arrested for harm. They are currently out on bail. They have been arraigned in front of the magistrate court in San Ignacio. Apart from the criminal charges, they have also been charged disciplinary for that conduct. All of our officers have received training, they are well trained. However, when they are out there on their own, they have a mind of their own. But we, our police department, we continue training. Every Thursday we have what we call in-service training, where different trainings are being implemented on these police officers. And, we have a very good working relationship with the employee assistance program from the public service. And, these officers that we receive these types of reports about, we refer them to counselling.”
