Ambassador Fuller: “Give Us the 1.5 or Give Us the Big Money”

But Belize’s lead negotiator and U.N. Representative Carlos Fuller says that this COP is being used to ramp up the implementation of the Paris Agreement, which was adopted back in 2015 and addresses core issues such as mitigation, adaptation and finance. A mitigation work program is being devised to ensure that the world is on the one point five degree track, in this 2020-2030 period. Ambassador Fuller chaired the contact group coming up with the program, but says that there is only one of two options for world leaders to consider.

“We are working on that all this week. I have to prepare a final draft this evening which will then be presented to the parties tomorrow to be submitted to the COP presidency to be adopted next week. So that is going to be an important thing because for us, one point five is survival for us.”

“There are some who feel that we will not be able to get that one point five.”

“Absolutely, there are those who say that and that is why we have come up with the next hook onto it, loss and damage. If we don’t get the one point five, indeed we will be having more loss and damage. And so, we said, if we can’t do it, let’s establish a financing facility to provide the resources in the event we don’t get one point five, we’ll be suffering the loss and damage so help us in that regard. So, you can either give us the one point five or give us the big money.”
