Council’s financial director says statement is false
When she appeared on Open Your Eyes on Monday morning, it seems the mayor did not start her morning right and what she said struck a chord because today a statement purportedly written by her ally, Financial Director Dwain Davis, was being circulated to media houses. Davis, along with the mayor, has been charged with Uttering False Documents and Failure to Comply with City Council Regulations.
The statement, with the heading “The Truth”, makes serious allegations against the Mayor. It bears no date or signature and opens with and introduction of Dwain Davis and his employment record at City Hall. In the second paragraph, the document explains under-depositing and how this method was used to meet cash payments at the instructions of the mayor.
Paragraphs three and four contain the most damning of the allegations. It says that expenses to meet the council’s election campaign were paid for in cash with the Council’s funds. The document also alleges that Moya Flowers would instruct the cashier to make cash payments and that monies would be provided to her in envelopes.
In paragraph four, under the subheading legal retainer fees, the allegation is that Davis accompanied Moya Flowers to her attorney, Hubert Elrington. Legal fees totaling seven thousand dollars were charged for both but that nine thousand dollars were instead instructed by the mayor to be paid to a trucker, Kareem Tucker, who works for the council.
While the allegations are serious, the ghost writer appears to have a great deal of information. News Five visited with Davis late this evening at City Hall but he totally disassociated himself from the statement.
While Davis did not want to make an on camera appearance without first consulting with his lawyer, he did provide us with this hand-written statement. After reviewing a copy, Davis, in our presence wrote to say that he denies writing the document. He signed a hand-written statement and promised that after he consults with his attorney, he would consider an on-camera interview.
