Residents don’t think CitCo has the capacity to tackle crime
Belize City Mayor, Zenaida Flowers this past week, launched an initiative aimed at preventing crime. Billed as a summit, the event attracted known personalities but does the City Council have the capacity to tackle crime? This is the question we posed to our viewers. The majority of persons who polled on our e-poll, thought that CITCO is unable to tackle this most pressing problem. One viewer thought that CitCo cannot even handle garbage but another said that even though she did not trust the Belize city council, or the mayor, she applauded the effort to gather the community to combat crime. I do not think that the CitCo has the capacity to tackle the complex criminal activities facing us in Belize. I also do not think that any one group, ministry or agency has such capacity. Our crime situation has entered its second phase, which is referred to as “Complex Emergency of a Criminal Environment”. Detail studies in this area shows that success in reversing this phase has only been noted when it is spear-headed at the National Security Level {NSL}. How should NSL proceed? First or Phase 1: Whole of government and nongovernment (interagency) approach in establishing a common understanding of the problem. This is contrary to what is happening now; every one is making their on diagnosis and so we have a series of individual initiative sprouting regularly without the capacity to deal with the problem. There is no credible body with the right temperament unifying, integrating and synchronizing the effort. BTIA September 10, 2009 declare war and attack CRIME with ground troops using heavy fire power from their war ships and fighter jets. We are now at the end of one year and Crime has suffered no casualties but rather expanded their reach and corrupting, robbing and killing everyone insight. One must note particularly that BTIA is Belize’s Supreme Supper Financial Agency. Should we expect Citco to do better? The appointment Chief Executive Officer in the Ministry of National Security and also Senior Deputy Commission of Police Allan Whiley, Minister of Education as head of Crime commission and the retention of Jefferies as the Commissioner of Police could be seen as some effort to stabilize this emergency. The problem now is that the nation of Belize is hemorrhaging at a fatal rate. Our Mothers are crying out for their sons and daughters. The importance of starting Phase 1 is critical. Significant to Phase 1 is the characteristics of the leading agency. In my next segment I will examine and evaluate why the Police Department within the Ministry Of National Security is either unable or unwilling to defeat this Criminal Emergency. You may publish

I believe if the governement{UDP} would have wanted to do someting about the crime situation,they could have done it by now,if they think for the safety of the Belizean people,what about the “CROOK REPORT” the man {mr.crooks} that was hired to work with the police dep’t to see how the police dept can improve,{actually he is wanted by police in jamaica} and what about the “MINISTER of defence mr carlos perdomo we haven’t seen him speak in the news about the crime situation,it looks like he is just one more “PUPPET” of mr. dean barrow…..I know that one of the crooks recomendation is for the gov’t to provide more people with employment{which we see is imposible under the UDP} and that Belize has been POLITISED” by the UDP\ meaning that everything is about politics ,and the gov’t is not paying attention about what the Belizean people are saying”.so that means the gov’t wasted his time to bring mr crooks to Belize,and how much money was he paid ? our TAX payers money.
