N.C.F.C. initiates statistical monitoring programme…

But today, the National Committee for Families and Children is seeking to overturn that impression with an initiative to actually monitor their progress. According to Elizabeth Talbert, Chairperson of the Monitoring and Evaluation Sub-committee, the main reason behind the framework is to ensure that the National Plan of Action for Children and Adolescents is being effectively implemented.

?Many times we have these plans and they?re just plans in and of themselves. They just sit on the shelves and nothing is done with them. This time around we are saying, we want to make this plan alive, we want to make it work and to make it work we need to ensure that it is being implemented and that it is being monitored and evaluated along the way, because it?s a 2004-2015 plan. So, you need to have something in place to ensure that it?s being implemented and it?s being monitored.?

?Well the plan sets out some targets, targets with respect to education, health, HIV/Aids, child protection, the family and culture. And it sets out these targets to say that in 2015, this is where we want out children to be with respect to these different areas. So we have set up a framework that says exactly for this target, this is the indicator that you should use, this is how it should be measured and this is where you can get the information from.?
