Regulator did not follow protocol
And Moya says if Tillett is pointing fingers at the Council’s Director of Financial Services, Dwane Davis, for under-depositing, he can be equally blamed because he made decisions without her approval.

“Even if I went beyond the scope of my authority, look at what we are trying to achieve with getting the—doesn’t the City Administrator want revenues generation to improve? Why would I want to be chasing down a person for four-thirty-nine, only to know that it’s two years of discount? Discounts are illegal, only the Minister of Local Government can approve these things. So even though this has been a practice, even by the Council, it is illegal.”

“This isn’t something that we did on our own. So that is in black and white. You go right to our plan of action for our manifesto for 2006, March first election and you will see right in there whereby we said we were gonna give the senior citizens twenty-five percent, other people ten percent or whatever it is. It’s right in the manifesto.”
Tillett and the Mayor also continued to support their individual positions on the issue of under-depositing at City Hall. The jury is still out on who is right or who is wrong.
