“I understand that your brother suffered from an acute mental illness where he has been dealing with this thing for a number of years.”
Andrew Underwood, Brother of Deceased
“Yes, that is true. Actually what happened [with] Victor, our mother died from when Victor was a little boy, you know and it was hard for him to deal with, you know. While growing up at about the age of eighteen, he started to have that mental problem, you know, and so he usually walked the road late hours of night. He also have a behavior that sometimes we ourselves can’t control him, you know. But also public health used to come and give him his injection and sometimes they’d bring some ration for him and take care of him but lately it seems that the injection was not working on him. But I am still not saying that that was the reason that that’s why Victor’s life went like that, you know. I think that, I believe that they neglected him at the hospital. Dat da bout it right deh.”

“In terms of any past incidences where this has happened to your brother, having, as you mentioned, walked up and down the highway, has he been hit by a vehicle before?”
Andrew Underwood
“Yes, he was hit once before yes. He was in an accident and survived. This is the second one which claimed his life, noh.”
