Williams Says Investigation on Bowman Still Ongoing
Does the request for statements from alleged victims of Kenrick Bowman taint the partiality of the police investigation into the reported sexual offence? That’s what the media asked the Regional Commander of Eastern Division South today and while he does attest that it takes away from the objectivity of the process, he says he is comfortable moving ahead with the complaint made against Bowman. The child’s mother, he says, is also cooperating with the police.

“Every criminal investigation conducted by the police must be done in an impartial manner because investigations are done to either ascertain whether or not a person has committed a crime. An investigation can also be used for the purpose of exculpating a person who may have been accused of having committed a crime. So, yes the norm would normally be that complainants would come to the police and the police would take complaints and we would normally pursue witnesses. We should not be pursuing complainants because when we do that, as you rightly say, it could take away that degree of impartiality or it could have the perception that that degree of impartiality as it relates to the investigation and I do not think it is good but the complaint that we have for which we have proceeded it is one where the child came forward. His story, I am not going to say how I feel about it, but I do believe that something happened hence the reason I feel comfortable proceeding with that complaint that we have charged him for today.”

“Now the allegation is that this child was made to witness acts of a sexual nature, that’s the terms that we saw on the paper. Were these acts of a sexual nature consensual acts between adults?”
Sr. Supt. Chester Williams
“No. There was no, there was no other adult except the accused person.”
Reporter
“Okay. So then the act that was allegedly witnessed was it involving only one person?”
Sr. Supt. Chester Williams
“Yes. Only one person, the accused person.”
Reporter
“Sir, has the parent, the mother or the father of the child who is accusing this person Bowman, have they made a report at all?”
Sr. Supt. Chester Williams
“Yes, I must say that the mother is cooperating with us now but, like I said, there are certain things that we still need to confirm hence we have not been able to proceed with that investigation.”
As we have reported there are other allegations of sexual abuse by Bowman against minors.
