How Promotions Are Being Handled by Department
According to Williams, the selection of officers for promotion is vetted by the Public Service Commission and that positions within the Immigration Department aren’t arbitrarily created to promote employees.

“We don’t have a reason, we haven’t looked at anybody’s file and say, “Oh, this is a bad egg,” so to speak, so they will not get a promotion. We looked at it with an open view in terms of the order of seniority and then you look to the other things, some like qualifications and performance appraisals. So, but it is a process because there’s a structure and there are a number of officers within that structure. So we do not indiscriminately create positions just to give promotions. You have to promote in line with what is available and so once you determine what is available, you push up and then the others from the bottom come up and get push up and then you bring in the new employment. So that process is ongoing. So I don’t know where the “disgruntleness” is coming from. We had that conversation with some of the officers recently but I believe that time is impacting them, but that’s the nature of the public service.”
