What does this mean for what happened with the Won Hong Kim passport? The Department’s records state that a file was opened just before eleven in the morning and closed about one in the afternoon, after which it was printed and distributed, though it did not reach its intended destination. The Senators honed in on that short window and asked Bol who could have dealt with the file to produce that ultimate result.

So he would have taken a picture then of this Asian person in a suit who came along, according to him; so he would have captured the picture of the person and he would have said, ‘I’m done.’ Could he manipulate the data again? Could Erwin Robinson change anything after twelve-fifty-three-forty-six?”

“And he is purporting to have taken the picture of a gentleman. So if the change in photograph occurred, it would have had to have occurred between twelve-fifty-three and thirteen-oh-one. And you are saying that the only person who had that capability was Sharon Flowers then?”

“No, she can’t – she can modify bio-data.”
