What Happened During Kim Passport Window?

What does this mean for what happened with the Won Hong Kim passport? The Department’s records state that a file was opened just before eleven in the morning and closed about one in the afternoon, after which it was printed and distributed, though it did not reach its intended destination. The Senators honed in on that short window and asked Bol who could have dealt with the file to produce that ultimate result.

“Mr. Bol, this [is a] very short window: you’re talking ten-fifty-one, the file was opened. And Erwin Robinson signed off; his process is complete at twelve-fifty-three. So he would have taken a picture then of this Asian person in a suit who came along, according to him; so he would have captured the picture of the person and he would have said, ‘I’m done.’ Could he manipulate the data again? Could Erwin Robinson change anything after twelve-fifty-three-forty-six?”

“A data entry completed means the name is there and the pictures are there, and that’s it for the system.”

“Right. But my question was: he’s capturing the data, and he’s saying at ten-fifty-three – or at least the system records – that that process has been completed. So he pushes a button: done. Can he change anything in the system after that point?”

 

Rodolfo Bol

“No, that would be it.”

 

Mark Lizarraga

“And he is purporting to have taken the picture of a gentleman. So if the change in photograph occurred, it would have had to have occurred between twelve-fifty-three and thirteen-oh-one. And you are saying that the only person who had that capability was Sharon Flowers then?”

 

Rodolfo Bol

“No, she can’t – she can modify bio-data.”

 

Mark Lizarraga

“Excellent, that’s what we are trying to establish quite clearly. She can modify what?”

 

Rodolfo Bol

“Bio-data; which is the first name, last name…”

 

Mark Lizarraga

“But not the photo?”

 

Rodolfo Bol

“No, the photos cannot be changed.”
