…And murders that implicate current and former officers
We also asked Jeffries about investigations in three other homicides that put the spotlight on the force. One of them is the murder of police officer Weiner Denis, who was shot on March twenty-sixth as he rode his bicycle in Belmopan. There is also the case of thirty-eight year old Hui Lin Chen. He was killed by former police officer, Kevin “Cowboy” Alvarez. Alvarez was hired to murder Ye Bao You of the Orange Walk District, but hit the wrong target when he attacked Chen. But first Jeffries brought us up to speed on the search for Special Constable Luis Guerra, who is accused in the murder of twelve year old Saida Veliz.

“We understand from our sources that he was wanted for questioning and he has not been located. Whether he is hiding out somewhere in Belize or has left the country, it is yet to be proven but he has not been detained as yet.”
Delahnie Bain
“Have there been any arrests in connection with the death of police officer, Weiner Denis?”
Crispin Jeffries
“No, the Denis case again, the Belmopan police have done a lot of work on that. They have detained and released persons who we believe could have assisted us and the investigation is ongoing.”

“There’s also another case in Orange Walk where a former police officer who goes by the alias “Cowboy”. Apparently he was a hired hit and they had found out that a Chinese businessman in that area hired him as a hit man. Do you know what is the status with that?”
Crispin Jeffries
“That, a case was made against that individual and he was arrested and charged. And then we had a conspiracy charge for a serving police officer, he too was arrested and charged and today there were some person or persons who had knowledge of that information, shared it with the police officers and they refused but instead they attempted to use that information otherwise and they too have been arrested in the Stann Creek District today as we speak. And that is a serving police corporal and a serving special constable.”

“Okay and what is the status of the businessman who was accused of hiring him?”
Crispin Jeffries
“That businessman has not been arrested. We understand that he has been moving in and out of the country doing business as usual and he too is a part of the investigation. We don’t know what, if any, charges will be placed against him but we’re looking at that also.”
