Did G.O.B. Follow Public Service Procedure to Appoint Dr. Melissa Musa-Diaz?

So was the appointment of Doctor Melissa Musa-Diaz as the acting DHS in accordance with Public Service procedures? President Sharon Frazer says that they’ve been monitoring the situation as two deputy Directors of Health Services have been bypassed.

“The only concern I had was how could there be appointed an acting Director of Health Services when in fact that appointment had to have come from the Public Service Commission and at the time I know for a fact that the Public Service Commission was not working. Not questioning her ability, not saying that in fact she is not a warrior; I am familiar with her, I know she is hard working.  But the next question that came to my mind was that there were two deputy Directors of Health Services. Doctor Morey and the administrative nurse; the person in charge of nurses so two deputy DHS were there. So my other question was what happened to them because in term of policies and how the Public Service works, would be if the substantive holder is not there and there are deputies, those are the person who are put in that position. That is the procedure; that is the way that things happen. Unless it is they can show where he has conducted some misconduct. And even then, the process would be to take him before the Public Service Commission. Failing that, they are doing a disservice, they are acting unfairly towards Doctor Manzanero. He might not be the favourite person for many people, but he deserves the respect for the post that he hold and the work that he has done. We might not all have agreed with everything he did, but at the end of the day he was doing his function as the Director of Health Services the way he knew that he was to do it. If somebody does and can do it different and can make it work, kudos to them, but follow the procedure.”
