Whose Achievement is the Blue Bond and Does It Really Matter?

The Upper House met in special session today in a marathon sitting that’s reminiscent of Monday’s extended House Meeting.  Among the bundle of bills brought before the Senate for approval was a proposed piece of law that makes way for the arrival of the Blue Bond, a unique financial configuration that will see the disposal of the burdensome Super Bond.  But whose brainchild and achievement is the Blue Bond?  It began under the previous administration through discussions with various parties, including The Nature Conservancy and is being concluded under the present administration led by Prime Minister John Briceno.  Since Tuesday, both sides of the floor have been taking credit for the feat and today was no different in the Senate.

“Madam President, the World Series of Baseball is on, so let me use a baseball reference.  There is a saying, you know, that a young man fell asleep and when he woke up he was at third base and because he simply woke up on third base, he thought he hit a triple.  But man, please, you only woke up on third base, you didn’t hit any triple.  You know, as I listen to Senator Courtenay and as I said in the previous Senate meeting when this matter was discussed.  My, my, my, how times have changed.  All of a sudden now the TNC is his most beloved conservation body, different times from when he chastised the government from entering into arrangements with the TNC.  But Madam President, despite that, this not, as I hear him speak, you know, about advisors and the experts and the leadership of John Briceno.  Man, you know, it’s only because I am in the Senate that I will use one word, “Please!”  “Man please!  This restructuring happened despite the PUP. This restructuring was going to happen, sir. This restructuring and exactly as it is, is a UDP initiative.”
