According to Morgan, the present number of voters per constituency, across all thirty-one electoral districts, is malapportioned.

“We have already proposed a consent order to the Elections and Boundaries Commission, they rejected it outright, without any counterproposal, showing that they don’t care about negotiations. And so, we are at the point now of asking the court to make a determination, make a ruling as to say that the divisions, at this point in time, do not comply with the constitution. The numbers in the divisions do not comply with the constitution. So, with that, the Elections and Boundaries Commission has begun to set up administration and they would like the court to throw it out because they have begun their setup. We find that quite disingenuous and disrespectful and we would hope that they would reconsider even after they have filed their application. I don’t think the court will entertain it.”
