Straying from Regulations Causes Internal Problems

P.S.U. President Dean Flowers says that the long and short of the story is that based on the Procedural Manual of the Department of Environment, no vacancy should have been advertised, and the deputy Chief Environmental Officer should have been elevated to the post. Flowers says that changes in the regulation creates animosity among public officers within the department.

“These are the kind of anomalies that we keep pointed out to the Chief Executive Officer in the Ministry of Public Service; that we cannot continue doing these things much to the detriment of public officers – and not only the Chief Environmental Officer, but other senior public officer who might have or will be disenfranchised, but also to the detriment of the very officer that is being touted because you create an environment of animosity – an environment of dislike and distaste. People feel that they were disenfranchised and an injustice was done to them so the quality of service that goes back to the Belizean people is poor. We will take instructions from the members within that department and all indications are that they will not be sitting down and watch this one blow over like a lee breeze. It is really a sad situation for the Public Service Union and myself as president because the candidate in question that is being favoured I believe is also a member of this union as well as the other members that have been disenfranchised so it puts us in a very delicate position and it is a situation that we have to manage delicately.”
