Sixteen Requests for Information from Waterloo Under FOIA
As many as sixteen requests have been made to various government departments on behalf of Waterloo Investment Holdings Limited under the Freedom of Information Act. Those requests for access to documents pertaining to the proposed Cruise Port Terminal and Cargo Expansion Project date back to December twenty-third, 2022 with a letter being sent to Minister of Sustainable Development Orlando Habet. Subsequent letters were sent to Cabinet Secretary Stuart Leslie, Chief Executive Officer Kenrick Williams, Prime Minister John Briceño, Financial Secretary Joseph Waight, C.E.O. Narda Garcia and C.E.O. Osmond Martinez. The most recent request was sent to Prime Minister John Briceño a few weeks ago, on May eighteenth. On that day, PM Briceño was asked for a copy of the Definitive Agreement signed between Portico and former U.D.P. Minister of Economic Development, Erwin Contreras. That letter goes on to state, “we reiterate our client’s request that it be provided with a copy of that agreement. Perhaps more concerning however, is our information that your government intends very shortly to table legislation giving effect to the provisions of the secret, much maligned and discredited Definitive Agreement. Our instructions are that, if your government persists in what would be a patently wrong-headed and abusive process to favor and advantage its preferred developer; without any regard for transparency and accountability, we are to immediately launch judicial review proceedings to challenge the propriety of such legislation and governmental action”.
