Former CitCo Director of Finance passes away

Dwain Davis, the former Director of Finance for the Belize City Council, has passed away. Davis suffered a massive stroke on November fifth after he left the Magistrates’ Court in Belize City. He was taken immediately to the Karl Heusner Memorial Hospital where he was placed on a ventilator. The stroke was identified as hemorrhagic which caused bleeding to his brain but shortly after ten this morning Davis died. The career public officer, along with Belize City Mayor Zenaida Moya Flowers, was facing twenty-two charges of Uttering a False Document for twenty-two receipts worth seventy dollars each that allegedly came from the Esso Gas station at mile two on the Northern Highway. The other charge against him was for Failure to Comply with City Regulations. It is one of the worst scandals and a historic one because the sitting mayor was also criminally charged. News Five spoke to Ryan Swift, his close friend who was with Davis the day he collapsed the day he collapsed after leaving the courthouse.

Ryan Swift, Close friend of Dwain Davis
“I was with him. We went to court together in the morning and we exited the court together. We spoke to the Mayor then after that we left and we went into his vehicle right and were right here, number one Plues Street. We went inside, we sat down and we begin to discuss certain things that were evolving. After that he told me that he wasn’t feeling well and I looked at him and I saw that he was twitching; his eyes and so forth and he said Ryan I can’t see. After that I told him I think that it is your pressure. I told him just sit down and I gave him two shilling water. Then I got twp pressure pills and gave him and told him to lie down. After lying down for some time he got up and said Ryan my whole left arm not functioning, I have no feeling. After that I told him just hold on. I asked my friend to get some alcohol and rub him down. After that he grabbed me and said Ryan I gone, I gone lef yoh. After that I saw that he was limber. I asked my friend to help me and at that same time we began to move him and get him in his vehicle and rush him to the K.H.M.H. He wasn’t conscious from the time he left here until he died.”

Marion Ali
“So even in the hospital for a week and a half, almost two weeks, he never spoke?”

Ryan Swift
“He never spoke. Dwain, he was a man of integrity, a man that is honest, a man that worked hard and I think that he was too loyal.”
