Minister Henry Charles Usher: Re-registration Not Necessary

Henry Charles Usher

Minister Henry Charles Usher says that there is enough time for a redistricting exercise to take place before general elections.  But will a re-registration exercise also need to take place?

Henry Charles Usher, Minister of Constitutional Reform

“I do know that because a lot of the ground work has been done going forward, when they have the proper information it shouldn’t take too long for them to come out with that report.”

Reporter

“Do you think it might trigger a re-registration?”

Henry Charles Usher

“No I don’t see it triggering a re-registration at this time. As you know re-registration was already done, the registration process continues. We just came out of a transfer period in July and August, but in terms of registration that continues. See, when you do a redistricting you have to use a base date. So you can’t continue to change that date because if you change that date voters might be added in, a transfer period might come in between and changes are made. So Election and Boundaries Commission when they do their exercise, they go to a base date and what the voting distribution is at that base date, what the population distribution is at that base date is what they look at when determining the divisions.”
