Attorney Explains Jones Versus Rosado
On Wednesday, High Court Judge Genevieve Chabot granted leave for Deputy Commissioner of Police Bart Jones to seek judicial review of a decision taken by the Security Services Commission to approve the promotion of Doctor Richard Rosado to Deputy Commissioner of Police. That decision was handed down in a twenty-two page document pertaining to a claim that was brought before the court by DCP Jones. Earlier today, News Five sat with attorney William Lindo Junior, who represents DCP Bart Jones. He explained the claim, as well as the decision of the High Court.

“Essentially, this ruling of the High Court granting leave for judicial review is allowing Mr. Jones to challenge the promotion date when Dr. Rosado was promoted to Deputy Commissioner of Police. Our position is that when the commission made this decision in March 2023, it promoted Dr. Rosado to July 2021. In July 2021, Mr. Broaster was the Deputy Commissioner of Police, so there was no vacancy for Dr. Rosado to fill at that time. So we say that in that regard, as it relates to the date of promotion, the decision can’t be maintained.”

“To file a fixed date claim form pursuing judicial review of the decision.”

“What would be the intended effect of this matter, in terms of, perhaps, a ruling in your client’s favor?”
William Lindo
“What we are seeking is really fairness. Mr. Jones’ position is that he joined the police department twenty-something years ago and has always been senior to Dr. Rosado. The reason why Mr. Jones is primarily aggrieved by this decision is because Dr. Rosado is now senior to Mr. Jones when historically that has not been the case. So you have a situation where the commission allowed Dr. Rosado, for some unknown reason, to, as it were, jump Mr. Jones in terms of seniority and offered him no reasons, no hearing, no invitation to say well, we are planning to promote Dr. Rosado and put him or make him senior to you.”
