Are NAVCO and DAVCO Presidents at Odds?

Is there tension brewing between the president of the National Association of Village Councils and the Stann Creek president of the District Association of Village Councils?  Vincent Scott, the chairman of Santa Cruz Village, who is also the president of DAVCO, Stann Creek, stopped by our office recently where he alleges that he is being undermined by the president of NAVCO, following a tour of Stann Creek District during which they were scheduled to meet with various village council chairpersons.  Scott says that despite an explanation given to the NAVCO president ahead of the tour, there was a poor turnout of village council chairs.  He says that there was a heated exchange of words following the tour which has resulted in actions being taken to challenge his authority in the district.  Here’s what Scott shared with News Five.

“The NAVCO president came down and while doing the tour, we had a meeting the day before.  Also, I explained to him that all the chairpersons could not come out because in Stann Creek we are a working district, we also had some chairpersons who were having activities at the time and we had some of them who were out of the country.  So we discussed that on the first night and the following day, we went on the tour.  Going on the tour, I was there supporting fully and I had my secretary also with me and we were going from village to village to meet with the chairperson.  After that tour, we ended up in Middlesex where there was drinking taking place from Silk Grass and at the end of the tour when we had the meeting, then the NAVCO president came up and he was telling us that we in Stann Creek were a failure because of the turnout from the chairperson that everybody couldn‘t come out.  Also, his in-office secretary got up and was disrespecting my secretary who is the DAVCO secretary and I stood up and tried to clear my point and defend my constituency.  We had a back and forth and everybody went home after that.  From that time, that was when we have noticed that there was a lot of changes going on and from then they tried to avoid me by sending messages through the vice president, by delivering documents to Hopkins instead of coming to me.  They were trying to undermine what we were doing in Stann Creek.”
