Mayor Zenaida Moya Flowers explained why she deemed the election of Willoughby as legal.
Zenaida Moya Flowers, Belize City Mayor
“Dion wanted a re-election of Deputy Mayor. That is the whole crux of the matter. It was then informed to this individual that we went through a process on the day of the election. We went through a process. You had one individual who was on maternity leave, I personally was leaving the country and I would have been out of the country before the beginning of March and the person should have been in place so that that person can continue on as deputy mayor. This has never been a problem in the past. We had tried to call a meeting February third. Dean Samuels said lets ensure that these individuals are at the meeting. We were informed that they would have been at the meeting and councillor Samuels informed me that they were to be back by the weekend so we scheduled it for the Tuesday. The Tuesday they could have been at the meeting. What was informed to me was that two of them were downstairs. They could have been a part of the meeting. This foolishness in terms of being a part of whatever meeting they choose to so if they don’t want be a part of a meeting then they will pull back so you don’t have quorum, well we had quorum. We had seven individuals. Seven individuals were in meeting and these seven individuals went ahead with an election. As I said, two individuals were nominated and those two individuals were voted upon. And of those two individuals you had one individual who won. We went through the process. The law is very clear about having a quorum. We went through a process.”
