Two Georgetown teens die in fire; were locked in house by dad
National Fire Service investigators have not yet concluded what caused a blaze yesterday in Georgetown Village in which two teenage girls died. However, they are conducting interviews and will forward the file to the D.P.P’s office for further action on possible charges against the parents. The small wooden structure which stood three feet off the ground was locked from the outside with a padlock and an old handcuff. Police say the fifteen year old twins, Wincent and Vincent, who were mentally challenged, were locked inside by their father, Carlos Ramirez, who reportedly left to conduct business in the village. The mother, Cecilia Ramirez, had left from earlier in the morning to work at a banana farm. Police also believe that because of the girls condition, it was a regular practice of their parents to lock them up unattended. In addition to the loss of their only children, their house and all possessions, valued at twenty thousand dollars, were destroyed in the blaze. The house did not have electrical service and it is believed the fire started from inside.
