Merchant busted for illegal lottery and bribery

It is a criminal act that is repeated hundreds if not thousands of times each day and deprives the treasury of large sums of money … but for some reason, nobody ever seems to get busted for selling illegal lottery. Obviously something went wrong Friday night because cops actually arrested someone. The unfortunate merchant is Ru Qi Huang of Central American Boulevard. According to police, they observed Ru selling numbers from a pad other than the official government variety and went to arrest him. At that point Ru allegedly handed a thousand dollar bribe to one of the officers to drop the charges. That only landed Ru in double trouble, as he was brought to the station and charged with both illegal lottery and bribery.
