And while B.T.L. talks earnestly about cyber security it has been less forthcoming regarding its own problems with missing money; namely the over seven and a half million dollars that disappeared in a pair of slippery foreign exchange transactions. I asked Minister of Public Utilities Ralph Fonseca where that investigation stands.

The massive losses to B.T.L. occurred when the company sought to procure foreign exchange on the parallel market. It is alleged that then C.E.O. Gaspar Aguilar gave Dion Zabaneh six point four million dollars and another one point two million to Hassan El-Sayed to convert to U.S. currency. Neither man ever produced the greenbacks or returned the bluenotes … and Aguilar, who apparently did not believe in receipts, lost his job in the process.
