Guatemala dismantles Comision de Belice
The Guatemalan government dropped a major bombshell late on Thursday evening following recent statements by President Otto Perez Molina in respect of the October sixth referendum. The government has moved decisively to dissolve the main agency in charge of monitoring matters relating to the unfounded claim against Belize. While the reports spread like wildfire in the press, the announcement was posted today on the Foreign Ministry’s website. The government said it had decided to dissolve the Comision de Belice, known as the COMBEL, for neglecting to warn the government that Belize had tightened the requirements for the October sixth Referendum. On January twenty ninth, President Otto Perez Molina instructed Foreign Minister Fernando Carrera to investigate the circumstances as to why the advisory body failed to alert the government of the legal change to Belize’s Referendum Act which now requires sixty percent of electors to vote to give the poll validity. COMBEL was comprised of prestigious lawyers in international law, considered hard liners in the claim to Belizean territory. In making the announcement at a press conference, Carrera discussed his findings and decried that Belize should have communicated to Guatemala and the Organization of American States (OAS), the amendment to the law. Belize, according to Carrera, had not acted in good faith and had only casually shared the information with Guatemala until 2011. The Special Agreement was signed in December 2008. Along with COMBEL, the Ministry also blamed the lack of information on the Embassy of Guatemala in Belize saying, “The government agencies in charge of following up on the case with Belize and the territorial dispute were not able to adequately warn the country about the change in legislation in 2008, which shows carelessness in their responsibilities.” Cabreras also announced that administrative measures will be taken in respect of its Embassy in Belize the Foreign Minister announced the creation of a high-level advisory group composed of ministers and policy advisers while a legal strategy will be defined by experts in diverse fields. The Foreign Minister also said that Guatemala will proceed with the referendum. There has been no comment locally about impact if any this major development may have on the referendum. As far as I’m concern the Guatemalan Embassy should have been closed from the onset of this wreckless claim on our Belize, I can care less what Molina does, I’m more concern about what the Belizean people will do. I see Molina went to see the Pope, more like da Devil went to meet the Pope.
