No Case File – Accused Murderer Ronalph Ramsey Walks
At the opening session of the Supreme Court this year, Chief Justice Kenneth Benjamin set ground rules in respect of the time frame for an accused person to be provided with disclosure and for them to be tried within a reasonable time. This morning, ten months after nineteen-year-old Ronalph Ramsey Junior was charged for the murder of Kenroy Parham, he was released. Ramsey Junior’s murder case is likely the first to be struck since the CJ’s announcement. The court also learnt that Ramsey’s case file had not reached the office of the Director of Public Prosecution and could not be located. Ramsey Junior was charged and arraigned on May fourth, 2015 for Parham’s murder and since then there has been no disclosure. On November twenty-eighth, 2014, the body of Parham, a resident of the eight-mile Community on the George Price Highway, was found by his own relatives. He had been shot to the back and head. Parham had gone to Mahogany Heights to visit with his two children who lived there with their mother. His body was found not far away from her house.
