Flowers Says His Removal Was Invalid

Flowers fall from grace was not foreseen. The former head of the GSU once provided security for the former Prime Minister Manuel Esquivel and was seen at many political events behind the prime minister including, a rally of the U.D.P. victory in November 2015 general elections. While he claims he and his boss were not on talking terms, it is perceived that he was chummy with the ruling administration. Flowers says his sudden removal as head of the GSU should only have happened through the Security Services Commission and that did not happen.

I am made to understand that there are two bodies, if I may, that govern your professional life. One which is the Public Service Commission seeing as though you are a long serving member of the Public Service and secondly, the Securities Services Commission, which is technically the body that is empowered to assign you your position or to remove you from that particular post. Speak to us on where you are on what has been either proffered to you in writing with regards to moving you as the head of the GSU.”

“Again I think that while I sympathize with Russell Blackett’s position and his spineless actions. He is only carrying on the dictate of the politician. So he texted me and said that you need to get in contact with me as soon as you are in country. So I called him and he said oh the minister has decided that Caliz succeeds you at the GSU. And I said, it’s good; no problem cause I will not fight to remain cause I don’t own any part of the police department. But where is the minister’s authority to make such a decision. The Public Service Commission is the larger body and the Security Services Commission that is a sub body of the Public Service Commission and there are regulations that govern the movement of public officers as it relates to security officers. You need to be given your transfer in writing; there are a lot of procedures, but everything must be done in writing. It must be approved by the Security Services Commission. Blackett has no such authority, nor does the minister nor does the C.E.O. in this instance.”
