U.S. Ambassador Carlos Moreno Says OAS Report on Chiquibul Shooting is Done
What is the status of the O.A.S. Investigation on the shooting death of thirteen-year old Julio Rene Alvarado Ruano that occurred back on April twentieth inside the Chiquibul? In mid-May, the O.A.S. Secretary General invited Brazil, Chile, the United States and Mexico to participate in the investigation. Well both a U.S. and a Mexican investigator were brought in to conduct the independent inquiry. The investigation took several weeks, and its finding is intended to provide information, verify facts of the incident before it is presented to the O.A.S. According to U.S. Ambassador to Belize, Carlos Moreno, the report has been completed.

“Yes we did. We provided one investigator.”

“Would you as the ambassador be kept up to date as to what happened there? The Prime Minister has said that he’s been informed the investigation is almost complete.”

“Yes that much I can say. I am not sure if the report has been issued yet. It’s a joint report by Mexican forensic expert and the U.S. expert. But I will leave it to the O.A.S. to decide when and where they want to release that investigative report.”
Late this evening, the government confirmed that the report has been received by the Secretary-General of the O.A.S., Luis Almagro. Almagro will be making a formal statement this Tuesday. The Group of Friends has also been convened for Tuesday in Washington. Both Belize and Guatemala are seeking financing for the O.A.S. office. The Foreign Minister Wilfred Elrington will not be there, but the Belizean Ambassador to Guatemala Alexis Rosado will represent.
