But what about those specialized care services offered by doctors at the Karl Heusner Memorial Hospital? While those with insurance may be able to access these services at private healthcare facilities, those who cannot would do consultations at the national referral hospital. Doctor Marvin Manzanero says that the K.H.M.H. Authority has contracts with specialists and that is not affected by the memo.

“Going back to the way the system is structured, the memo is not even for Karl Heusner. And that’s why it is an internal memo for the public health system. Karl Heusner, as you know, has its own authority; they can write their own internal process because some people might be on contract. The memo is not even applicable to people who have a specific contract. People who have a contract would have to go back and review what their contract stipulates—whether they are allowed to do or not do that. The memo also has nothing to do with private sector; private sector continues about its normal business as far as I know. All we are asking right now is for the doctors, nurses, all health staff that work in both facilities….can you for the time being concentrate on doing public sector work simply because of where we are with COVID-19 and because we have had instances before where health staff who works in the public sector have been exposed in the private sector and as I said that can potentially put you out and we are already limited with human resources. That’s what we are trying to avoid; that’s the essence of the memo and that’s where we sent it.”
