Former K.H.M.H. CEO has no recollection of some transactions
Former Chief Executive Officer at K.H.M.H. from 2000 to March 2008, Dr. Alvaro Rosado was second to take the oath. Dr. Rosado was fired on March twenty-first, 2008 while being placed on compulsory vacation leave. Rosado testified for about an hour. He was questioned about some transactions made under his watch, but he had no recollection. One involved a company which sold supplies to K.H.M.H. and was co-owned by an employee.

“Pharmacol is a company that provided radiology supplies in 2007, part owned by Mr. Freddy Mansu, radiographer during your time.”

“I am not aware of that to the best of my knowledge. All radiology material were supplied either by Dennis McKenzie, by James Brodies or by GE Company in Guatemala. To the best of my knowledge I do not have any recollection of Pharmacol Ltd and certainly not of Mr. Mansu selling anything during my watch and I was there until March of 2008.”

“So because Pharmacol Ltd, where the business was small, it would have been Karl Heusner Memorial Hospital who would have paid the company.”

“Any of these items starting from Pharmabiz for a hundred and sixty thousand dollars down to Malic’s Poultry for three hundred and twenty-six dollars that would have been paid by K.H.M.H.”

“I am interested in Pharmacol Ltd. This company was paid money on October twenty-first, 2007 but the company was incorporated on November first, 2007. So I wonder how could monies have been paid to a company that does not exist.”

“I would join you in your wonderment. I fail to see how that would happen.”

“But it did happen according to the records, it was paid in October but incorporated in November.”

“I have heard quite a few things that I am in awe and wonderment of as well. I would be more than interested in seeing the documentation for these things. I believe that this company you’re talking about was supposed to be owned by Mr. Mansu and Mr. Saldivar. But I recall Mr. Saldivar stating somewhere that he did not purchase anything under my administration. I see here Sir seven items that were purchased, according to this, from Pharmacol from October seventeenth, 2007 prices ranging from a hundred fifty dollars to five thousand four hundred and fifty dollars. This is news to me. I would love to see source document for that because if that payment was made in 2007 I would have signed the cheque.”
To corroborate what the hospital’s former Financial Director, Cecil Knowles, said on Thursday, Rosado said that despite what the audit reflects, monies paid to Best Pharmacy Ltd did not come from the one million dollar grant from Venezuela. He also explained that all the procedures were followed when in one particular instance, the hospital’s former Chief of Medical Staff, Khalid Ghazzi, was provided cash to travel across the border to purchase equipment. When the inquiry resumes on Monday, the man whose name has been the focus of much of the controversial transactions, the hospital’s current Director of Finance, Carlos Perrera, will give testimony.
