More Belizeans are poor, according to CPA report

26-1-12It is not exactly a secret, but the magnitude of the level of poverty in Belize, is still shocking. In fact, Belize is now the country with the highest poverty among Caribbean countries. According to a report commissioned by the government, forty-three percent of the population is officially poor and poverty is sweeping among all sectors: young and old, male and female in urban and rural areas. The main contributing cause is the lack of income and the area most affected was the north, once a prosperous district.  And could government have done more?  News Five Jose looks at the Country Assessment Report.

The Halcrow Group of the U.K. and the Belize National Assessment Team have released the executive summary of the Country Poverty Assessment Report.  The man on the street already knew, but its official today that poverty levels has increased throughout the country over the last eight years.

“Around a third of households in Belize would be classified as poor and just over forty percent of the population. In terms of severe poverty, that is people who are really going to struggle even to get enough food, the proportions are about ten percent of households and sixteen percent of the population.”

We’ve gone from twenty-five to forty-three percent of households, all the way to forty three percent of the population being poor. That’s significant isn’t it?”

There has been an increase in poverty in every district except Toledo where it could not have gotten any worse.   Because poverty has increased in other districts, Toledo no longer contains half but only a third of the indigent population.

“Toledo still remains the poorest in the country. The increases have been greatest in the northern areas of Corozal and Orange Walk.”

Poverty has increased in all groups, young and old, female and male headed households, and also in urban and rural settings.  The most significant difficulties faced by communities are economic, health, education, social and political.  The statistics are clear but Wood still maintains that Belizeans on a whole, aren’t poor.

“One still has to remember that the majority of Belizeans aren’t poor and that whichever group of Belizeans you look at, whether they’re young or old; whether they are those living in the towns or villages, those that are headed by men or households that are headed by women, the majority of the population in Belize and the majority of these groups will now be.”

“But by what definition if there’s an increase?

“I mean the poor population has increased, but most of the people are still not poor.”

The government has a national poverty elimination strategy and action plan since 2000.  The current version is an update of the policy document which runs from 2007 to 2011. Since poverty has increased, the implementation of the strategy has to be considered a failure.

“This is a wide ranging and comprehensive document detailing a number of strategies and objectives that would need to be undertaken in order to reduce poverty. As we’ve seen, poverty has actually increased. In that sense one would say that the poverty reduction strategy has failed. But this would be very much an oversimplification because in many ways many of the factors that have caused poverty to increase in Belize over the recent years have largely been outside the government’s control.  There have been severe natural disaster in terms of severe flooding in 2007, in 2008; there have been declines and continuing difficulties with major employment sectors such as bananas, sugarcane and citrus. You’ve had the global economic recession that has hit quite badly. As a result, unemployment has jumped and economic activity has stagnated.”

“Could the government have done better?”

“Yes, the CPA team is sure that the government could have done better.  It could have done things like reduce the political interference in the development process. It could have improved the operations and maintenance of its facilities.  It could have improved the delivery of the services that it provided; improve the delivery of health care; it could have improved the management of its staff, both to improve the morale of the staff, but also to help them to deliver a better service to the public. The difficulties that are faced the most are those that are related to economic issues. These are seen as the ones that are the most important. And that might be issues like high prices, low wage rates and more simply and seriously, absence of work and absence of job opportunities. There is a clear way forward governments must do their best to encourage the private sector and produce an environment that is conducive to investment and to increase job creation.”

Though there are difficulties, the government still has to take hold of Belize’s social and economic future. Reporting for News Five, Jose Sanchez.

According to the CPA, poverty increased due to difficulties in key industries, little trickle down impact from major growth areas in San Pedro, Placencia and the oil sector, severe flooding and a general stagnation of the economy.

    We should not be so poor having so much money coming in from the oil we are selling. The government has the falt for this. I am not just saying one party it is both. What we need is some new people running for government. These old heads know all the trick and trade of stealing our money and sending it to banks overseas. Stand up fellow Belizeans and let us make a revolutionary stand. We are Belizeans and we do not deserve to be poor.

    That is old news. Other than the few haves ,the majority of Belizeans have always been poor. Does the government have an accurate count of how many Belizeans have fled to the USA to find a more sustainable way of life? Corruption & Politics aggravate the situation.It is time for new political reform in Belize. Away with the UDP.

    So my question is this. Is it true that the government has opened its borders to Haitians. Whilst I suffer their pain, we are doing our best to contribute along with the rest of the world for them to rebuilt. In fact with so many millions being contributed by many countries, US., now also over 7 million, if i recall correctly being given by the Caribbean Insurance Risk Management, was it? This report clearly indicates we have a lot more poverty, higher unemployment which is all translating to rise in criminal activity. How can we open our borders if we cannot even find jobs for our own people?

    Well i believe that Belize has a lot to offer in the country, as far as jobs for people…. like a movie palace…. a skating thing like that can be develpoed and provide jobs for the people of belize…. we borrowed so much money from the us….. make use of it Dean and make jobs for the people.

    this reality can be seen in the classrooms around our country. as a school counselor it is sad to listen to the tales of students who come to school without a cent in their pockets and without a meal…… our youths are hurting and the poverty level is increasing.. where does that leave our future generations? seemingly without much hope to better off themselves… By God’s grace the UDP administration will do something to help our children climb the ladder of success even though they are poor.

    ok…by reading all this! and yes there is corruption in Belize. but the government can do something right? it’s true that a lot of Belizean had left Belize so they can live a better life…and most of these Belizean are the ones that are educated, why did we left belize? because of corruption.
    We have a better life in the US because we speak english it’s easier for us to live there, but what about the rest of Belizeans? so if the government do Something about this corruption more Belizean would stay in Belize and build Belize.

    we are getting poorer and poorer here in San Pedro especially because all our stuff starting from groceries, vegetables, fruits and all imports are extremely high. Our wage does not go up and the cost of living is high rocketing. Very sad!

    The main problems facing Belizeans are that we do not have a proper education system that is affordable to the mass of the population. It is one thing to be literate. but we also need to command a high level of education if the population would be able to progress forward and fulfill the required roles in society. Also there are a lot of business owners who make a lot of money with the use of the labour of the people and in turn reward them with an extreemely modest pay check, hence there is no flow of currency within the country, the money stays in the hands of a chosen few, and the “grass roots” people remain poor while enriching foreign investors as well as exploiterous local business owners. If there is a low level of highly educational citezens, no appreciation for the working force by keeping the flow of currency so stagnant via small wages, of course the population will be emensely poor, and your educated percentage would know better than to stay in a country where they would be exploited. Also did you notice that Belize barely has people with taxable income. that shows how bad the payment system there is.

    i remember when i was growing up in Belize. with $5 i could get beans, rice and pigtail for dinner. went home for Christmas and it was so ridiculous because the price for food was so high and it is imported products nothing natural from the good old days. that’s why Belize is getting worse because people cannot afford the food which is why people are starting to commit crimes and it is getting out of control. Belize is not poor cause if they want food they have the land to go to get there natural food that is healthy for your body those imported food are no good we Belizeans did not grow up on those type of food.

    Corruption and misuse of government is one of the faults to where we are. Belize is a small country and it is no secrete of the things that happen at Bmp. Political interference in everything to gain points at the expense of the people is another thing. I can name numerous examples. One example is a politician used his office money to fence a soccer fields like they are going to fence cattle. That was an improper way to use the money. What about bleachers or improving or expanding roads. Fair trade granted an X amount of money to the cane farmers which was misused and there was no accountability for such money. I could go on and on…ect We need to be more sustainable with our finances. I am from the North and I was educated by the sugar industry. The north has kept the country on its feet for many years. PUP and UDP has forgotten to give back some of that to them. We need to do something about this, Belize should not in fall in the same foot steps of our neighbors. We must address key things, education, jobs and our deficits. Government must find ways to create incentives and reward those that create jobs. Furthermore we must address issues such as crime, corruption and accountability vigorously.

    Our government can surely do more for all of us! He needs to surround himself with positive people rather that the greedy people he has in high job positions that are sucking out all the money that could be put to good use for all Belizeans! In terms of wages the government needs to appoint people in different communities to over look companies, so that they are practicing the labor laws; that way everyone will collect the correct amount of money for their work done especially when it comes to over time work. Most companies here in Belize wants to work people like slaves rather than being fair and pay works for their labor. This creates a job and ensure balance. All in all the government also needs to create jobs that way everyone has something to do, hence reducing crime!!!!

    I’m sure in the U.S.A. there are many many families that would be more than happy to take in a child, an exchange student, supervise them, teach them, help to make sure they would become well educated. The country of Belize could set up a program for this to happen. Pick children of all ages, from poverty stricken families. As teens they would be allowed to become employed while attending school in the US, making it possible for the older children to help their families at home. Or save their monies, later returning home to become a productive citizens. We have a seven year old Belizean child in our home. She will become educated and later return to Belize in hopes that she will be able to help her poverty level family. I have a seven year old grandson in Placencia Belize that should be allowed the same option but the mother of this child is refusing any access to this child as well as denying him the option of become better educated.

    this present administration speaks about affordable education for all, yeah right!!! little do they know that a large percentage of belizean are out of school from secondary level because itz two expensive. Affordable my A**, as currupt the pup administration was they gave way more scholorships. All this governmend is doing is giving a $1000.00 grants, sure its better that nothing. however if i can’t afford da rest i’ll be like all da others on da streets.

    I strongly believe that the gov’t is to blame for the overall poverty in belize. We need new and bright minds to run the country like its suppose to not with all the corruption and false promises of both political parties. If the gov’t would do their jobs the right way and to the best of their ability Belize woould be a very successful and accomplished country. It does hurt to see our country in poverty and always remaining to be a thirld world country. So sad!!!

    The main problem is that people of belize are so far gone that lawless acts are nothing more than a common norm to them. Education will only help the younger youths who are growing up in belize. what belize needs is a special task force that will not tolerate the non-sense these gangs are doing. A task force that will go out there and beat some sense into them. Ridiculous. all they are doing is dragging belize down to the bottom.

    That problem isn´t unique to Belize. It´s called capitalism or the remnants of colonialism, beit british, american, french or spanish. Politicians simply need to realise that they are there to serve the masses. Ands the poor is definitely the majority in Belize and all over the world. Even decision made in the govt either alleviates poverty or increases it.

    We all sit here and say “that the government is stealing from us and we need to make a change”, but every time we have an election we elect the same individuals to do the same crimes over and over. We are gullible in our actions and believe everything they say when it comes to election day. They give us a few bucks to elect them and take few thousands when they are in. We say that education is the problem but the dropout rate of students are high not due to cost of education but due to bad parenting and influences. Parents need to be parents and not friends to their children. Morales and values need to be enforced and parents need to stick by them. We also state that there are a chosen few that get rich. Who wouldn’t want to get wealthy? I know I do. We all say money isn’t everything but I would like to see you live without it. I wouldn’t say it’s taking advantage of the people but business is business. They worked as hard for it as we would all do the same if we were placed in that situation. The solution to this is for us to stop crying and complaining and stand up for yourself. Stop pointing fingers at everyone else and point that finger to yourself. Changes are only made when you get off your butt and do something about it, not aggressively but legally. If you want to blame someone blame the police department. That’s where the corruption is at. We need to start hanging our murderers and set the example. Our prison is like a hotel for these guys.

    This is a very sad day for all Belizeans, at home and abroad. The GOB needs to make some hard choices immediately so that we can salvage our country and our people. I believe that we have 2 major problems in Belize, and until both are addressed we will continue to have reports like this come out of the country:

    1. Educational System needs to focus more on the needs of the country: Agriculture, Sustainable Development, Environmental Sciences, and “Entrepreneurship” – We need to start building, growing our own products, and businesses. I remember when I was in school I was brain washed by the educational system, which was focused on making me the best worker “bee” I could be. Every year, we have tons of “worker bees” being pumped out of colleges and universities in Belize. Where are the entrepreneurs? – Nowhere, guess why, because the system does not tell them they can be their own bosses, the educational system does not teach them to think outside of the box, does not teach them to innovate, and think critically. We’re taught to regurgitate information, by teachers who don’t know how what they are teaching applies in the real world.

    2. Political System needs to change, currently politics saturates every single sector of the economy, and stagnates growth; in almost every sector their is a political ceiling which comes into play and robs qualified / competent individuals, and replaces them with political croonies. These individuals come in and have to relearn all the skills and knowledge of their predecessor and just when things are turning around, guess what, they get “canned” for some political reason. So the country, and people are forever in this vicious backwards cycle, never reaping their true growth potential.

    Until these two things are solved, this trend will continue.

    I left Belize more than twenty years ago and reside in the U.S all those years. Just reading the above comments make me sick, but I have to ask one important question, who voted these guys into office? Belizean must take a stand, it is your birthright to place and to remove any habitual incompetent politician from office. I really don’t think the people’s interest is their number one priority. Belize is a small country with a population of less than a million people, it is a beautiful place that is getting the attention of wealthy White folks. Think about what will happen twenty years from now.

    It is a shame to see that my people in Belize City where all the action is taken place is just talking.They should follow the poor people in the P.G. Villages and united and show the G.O.B. that thing have to change. The Maya People United and make sure the G.O.B. pay attention to what is going on in the area.I hope this March on Saturday pass in front of Brads Store where all the Funny Money Millionaire hang out, I think that the Prime Minister say when he was running for office that if any Minister is not doing there job the people can get rid of them.I think this is the time to do so.I know for sure the next General Election the Belize America will get involve.We Belizean-American fell our people pain back home and know it is time to make a difference.

    low wages, iliteracy , and the high cost of living is just another technique of control. If the government wanted to alleviate poverty they can surely afford it. Have anyone ever observe that when certain imigrants migrate to Belize after a few weeks they own a business to further exploit the Belizeans and they rearly hire anyone outside their race. The goverment offer these migrants special incentive and previlege that the native Belizeans don’t get which is onfair. So long as they collect their profit which allow them to educate their children so that the monopoly continues. Its the same set of people getting all the money and then they leave the South siders to become carnivors, killing each other for the bread crumbs. As Mr Jefferies recently mension after the first greanade”thats just the reality in the young man community”Its a shame when a teenager must accept that a exploded grenade is the new reality.

    If we want a better Belize, then we the Belizeans must work together and try to build up this country! We need to keep ourselves updated to the overall well being of the country, yet at the same time we should take a stand as to what actions we need to take, in this case, we need to urge the government to help us the lower working class population to get more income. So, we need more jobs, and our children need to be provided with quality education.

    A couple things to note here
    1. Yes, Belize has a corrupt system of government (both political parties). Most of these individuals have no vision, no education, no exposure and their goals (if they even exist) are very narrow. Most politicians are concerned with fixing pot holes, paying off a few of their supporters basically to keep them quiet (you know who you are) and making themselves more financially self sufficient. In the interim, the common man is forgotten until the next election cycle emerges. Now it is important to that such a government exists because we allow it to happen. We sit by the wayside in complacency and allow these people to steal out money, stash it away in foreign banks and as I am sure many of you would agree, allow ourselves to be “raped” all over again, in the same way that the British did to us not too long ago.

    Despite the above though, I contend that as Belizeans we have a voice and we need to speak and holler and shout and we need to do it quickly and soon. For example, with all the mess and dysfunctionality at the city council, can you tell me why people have not organized “en masse” to speak out? Why is it that Belizeans have not demanded that the existing council be disbanded and rather set in place and motion a group of people who are smart and visionary? Why is it that Belizeans have not come together and demanded answers? What are we waiting for?

    Look, we need to reinvigorate our passion, pride and love for our country. We need to revisit the importance of education and how education is the most effective means for critical engagement. Without education, most people remain blinded to the realities of their society. Corrupt politicians sometimes work to quiet and subjugate the illiterate and educationally vulnerable. Find voice, speak out, find a solution, act, reignite your passion, speak out, become a revolutionary for a good cause. Peace!

    STOP putting this on the government. it’s the people who wants to beg and steal and drop out of school and by doing that leaving them with no education an even maybe some common sense, to go out an work to make things better for themselves and their familys lives and heck even for the community they live in.     Belizeans in a whole are not poor. We can use our land which is fertile and start growing our own crops. Unfortunately I must blame England to have spoiled our people way back in the days, they thought us to just be satisfied and that’s it. They did not teach us to independent but that was what they wanted, us to to depend on them. And like a bad disease it is sticking right there and not going away. We need to start taking medication in this sense, EDUCATION! With that we will have the tools to be entrepreneurs and get off our butts and start making a difference. You want to see poor go to Honduras, Guatemala, Nicaragua even Haiti. The you tell me what your meaning of ‘poor” is.

    Belizeans need to be self sufficient,there is a saying if you give a man a fish he will live for a day if you teach the man to fish he will live for many days.I grew up in the north of belize when I was living there I was poor and still poor I acquire a parcel of land , so I went to DFC to see If can get a loan to get into some farming like corn,beans,tomatoes,cabbage and lettuce.In those days sugar cane was very popular and the first question they ask me if I will plant sugar cane and I said no so they told me that they are only giving loans for people that want to plant sugar cane.We need to educate the politicians so they can open there eyes and see what is best for the country and the people of Belize.Belize is dependent of importation of almost every thing Belizean consumes.Education is the key for life.

    as a concerned belizean this makes me very sad, because the government can make the change if he commits his self with his other minister and put a goal to fight poverty i think the country would be getting back in track. the issue of poverty is serious because poverty is what brings violence and all of other things people of belize needs to stand up, and show the government that they want him to commit him self and do some thing from this matter.

    The Bze Immigration Dept should be made accountable & be forced to explain why a deportee was allowed to leave the country before the time specified by Belize Law.

    This one example explains why Belize is full of so much lawlessness !

As i can see here! well who wouldn’t we are all belizeans as someone…said “who feels it knows it..” we all do every single person in the country although some don’t know the facts….it is good to know that some organizations try to lobby for funds elsewhere to help some people in the poverty situation…those who receive help/grants from organizations like these should make use of it…but what is the government doing???? nothing it is making us all poor…cost of living is rising but people’s pay are not….some even loose their jobs…all i can say is the people leading the nation needs to do something about everything PRONTO….& not only about themselves and family…the country!!

    In my opinion, Belizean people elect government officials who are incompetent, most of them do not have a formal education. They are then appointed by the “Prime Minister”, into positions where they have no experience, therefore not being able to make good informed decisions. Although, some have an education they still do not make informed decisions with regards to what is good for the country as a whole, they just think on how to enrich themselves, their family and friends. With this, we end up with corruption and nepotism. If we live in a culture of corruption most of the people with follow this culture. In the end no money is generated to pay for the services the country should offer its citizens, no money is spend where it should be spent, no money is spent to generate more jobs etc.. We will end up like Haiti. It is a cycle. If we continue with such culture, Belizean citizens are going to be in worst conditions. I wish there was an alternative group of individuals who would challenge the “culture of corruption” or challenge the double standards when applying the law with ordinary individuals who commit crime and the vast “white collar crime” committed by government officials.

    Another problem in Belize are the Belizeans themselves.They are the ones responsible for who they elect .A few dollars , free food and liquor buys votes most of the time.Belizeans need to start looking ahead and not just into next week.They need to stop being lazy and expect to be saved by someone else .There is not one modern park for children to play in the whole country. Belmopan , the capital is a disgrace. The streets are a shame, public services a joke and still pride is 100 percent. If it was all about pride the world would still be in the stone age. How about hard work, determination and fierce hunger for growth. Elected officials will work with what they have. If they see the people are lazy and don’t care what is expected of them when they themselves are lazy and don’t care?

    i am in the US and guess what i see on TV here “Belize” on that HGTV, selling houses, and guess what! the houses are for like a million dollars US and it’s a not a Belizean selling it, it’s a non-belizean. i see this all the time and it hurts me to see this, cuz we Belizean or my people gets nothing off the land that they worked for and grew up in, why? Prime Minister please you are all we have, do something about the poverty in Belize, why are you making the non-belizean rich get richer, how much do you get from it? you will make the country out of control, i wouldn’t be surprise if a war breakes out with the people and the government. Please be different from all the other leaders we have had. people will get out of control! might even hunt for you…we don’t want that, we want peace in the LAND OF THE FREE.

    In the above comments, we take a lot of energy to blame the government for the wrongs that we are suffering. We do not blame ourselves for our own destiny. People, we have the answer in our hands and in our minds but we refuse to see, to hear to take action to carve out our future for us and for our children. Who is the government?

    The government is us and let us fix the leaks in our roof and not complain and complain and get wet everytime it rains. Each adult individual should sit down and plan his future. where do I want to be in ten or twenty years. do I want to continue living in this same way? Or do I want to improve my self. The other step after thinking out your plan is to take action to achieve your goal. In creole we say,” one one something full basket” it is the same way. do you want to continue bickering or start shaping your future? As for me I want a cement house so what I do. I buy a ten blocks every week. I pick up the stones along the way and pile them up. I pick up sand in Crystal liter bottles and bring it home because I cannot pay for a load of sand. I save to buy the cement and little by little I stick my blocks. I will soon have my house. Life is simple but it needs planning, action and commitment. All of us know the story of Alice in Wonderland: The cheshire cat told alice if you do not know where you want to go any road will take you there. How true this is.

    I have read aii your comments ,but you people aren’t commenting anything about the labour force of this country.I’m a belizean who’s job have been taken over by Aliens for haif of what I should be earning. I’m a skill construction worker that should be earning about $ 80 Bz. a day in Belize city or San Pedro, but I last my job to Alien who charges $ 40 Bz. for 12 hrs. a day. Even worst these people charges $ 20 Bz. a day in the Cayo area and makit back home across the border every day with out any difilculty. I also understand that ofter paying for an average of 3 workpermits they are entitle for permanent residents. We Black People don’t stand a chance in the future of Belize,we’ll be the minority group. What these people are aiming for is to run us back in to the sea.

    Most belizeans are just complacent. Most dont have any vision and just love to pass the blame on others. Everybody now is blaming the government for everything that is happening. PUP and UDP are the same …… The PUP messed up our economy now what is left but crap. UDP is not organized at all. But we have to get off our butts and do something for ourselves and our children. We have to change our lifestyle- stop buying crap we dont need like brand name tennis shoes, clothing, fancy cellphones and then we end up not having money for food and education which are the most vital things nowadays. Most of us have gardens in our backyards- why not grow our own vegetables. I know I do. I have changed the way I eat also. Stop buying fried chicken and burgers instead of making your own food. Work on weekends if we have to but do something to bring in more money into our homes. We need to be creative and innovate to create new markets in our country. Let us stop accepting mediocrity as our baseline. Let us be better persons first to make Belize better. Stop complaining and do something for yourselves.
