Belize’s Commissioner to London fired because of insubordination, says PM

Kamela Palma, Belize’s High Commissioner to Saint James Court, was fired on Monday of this week with immediate effect. In diplomatic circles and otherwise, that’s sensational news. We broke that story on Wednesday after reviewing an exchange of correspondence between Palma and her principals, Minister Wilfred Sedi Elrington and C.E.O. Alexis Rosado. The background is that the Ministry wanted an apology from the High Commissioner when she wrote to the C.E.O. after her decision was reversed as to who was left in charge of the London diplomatic mission in August. Palma objected to leaving Tanya Hulse, the daughter of the Minister of NEMO. Palma essentially claimed there were financial irregularities which were allegedly traced to Hulse. Although she has already been fired, Prime Minister Dean Barrow, is having a double take, he now says that perhaps she may keep her job if she apologizes.

“There was some disagreement when the High Commission was coming to Belize on home leave as to whom she would delegate the authority to running of the mission in her absence. As I understand it, she selected one person and headquarters, by way of the C.E.O. said no, no; the person who is to hold over will be some other individual. The high commissioner then wrote a letter that she had told me when we had a meeting that she said she regretted. I didn’t see the letter yet. But when I saw the letter, I went ballistic. It was an absolutely outrageous, disrespectful, insubordinate letter that she wrote to the C.E.O. I said to the minister, the high commissioner needs to apologize for that letter and needs to accept that the C.E.O. is in fact her superior. The C.E.O. is in charge of the ministry and in charge of all the diplomats that work for the foreign ministry. I thought that was the end of the matter. I thought the lady was going to apologize and that we were going to move on. The minister reported to cabinet maybe two weeks ago that in fact the high commissioner had declined to apologize. That seems to be a complete undermined the authority of the minister and the government and it was agreed that—I thought she was actually going to be given notice. I believe the contract provides for three months notice, but it was agreed that the high commissioner would have to leave.
That is a decision that I stand by as I told the high commissioner today when I spoke to her on the phone. The high commissioner said that it was a little bit unexpected because she had discussed the matter with the minister and C.E.O. and that she had emailed them to say that she accepted that the language in the letter was subjective. Man I saw the letter. It’s not a matter of the language being subjective; it’s a matter of the language being outrageous and insubordinate. I asked the high commissioner today on the phone a direct question: “Did you ever apologized ma’am?” And she said that she hadn’t. She thought that saying that I accept that I used subjective language was enough. Well in my view that doesn’t cut it and so the decision of the ministry that the high commissioner in the circumstances can’t continue is one that I support. Whether now there is going to be some effort at fence mending. Whether now the high commissioner will offer to apologize and perhaps the decision can be thought is left to be seen.
For me, the high commissioner is somebody I had no difficulty with. I think she is very talented. It is my understanding that she was doing a good job. If the high commissioner is prepared to apologize now, I am certainly prepared to speak to the minister and to say look perhaps this matter can be sorted out.”

There should be a legislation that protects public officials when they are threaten to be fired if they report misappropriation of public funds. Public Officials should freely blow the whistle when they observe the misuse of public funds; and be protected by law to keep their work for reporting any illegal activity of GOB.
Mr Barrow I have been one of your supporters in many news items on this channel. However this time you are wrong and I do not buy this story and your explanation. Granted if she used words that are not professional then she should apologise. However if she was explicit to the reasons why Ms Hulse could not and should not be left in Charge then I believe she should not be apologising for expressing her concerns. Why should Mr Rosado and Elrington be allowed to overturn her decide from Belize. Let the people decide: Channel 5 can you get a copy of this letter? Secondly let the people decide who represent them stop the NEPOTISM.
Another thing is Mr Rosado “CEO” has been knocking about in the interest of Belize(?) with PUP and now UDP for some time, is it time for a change? Power seems to gone to his head, maybe he would like to replace Kamela with a relative of his too. It stinks to high heaven. You all need to get off your high horses and sort it out. You can start by overhauling the whole darn thing get rid of the CEO, and bring all of them home, if you Kamela has to come home. Well what about making this letter public so that the people can decide how inappropriate the words of the high commissioner were? I really doubt that it can be more inappropriate than the financial irregularities that leads to Hulse as reported by the high commissioner, with that said it is obvious where the priorities of this administration is, instead of protecting the interest of the people they are more interested in protecting their own interest and their fragile little egos.
I am sure the lady was only looking out for the interest of her country by reporting these irregularities and as we speak these irregularities continue, we are talking about a whole country here guys the same country and people that you guys so grossly disrespect and ignore by your acts of corruption in so many different ways while you sit there and mope over some internal correspondence that apparently hurt your egos so badly that you could not handle the matter internally by maybe just putting the high commissioner on notice for her subordination or whatever the matter was.

THE ENTIRE London consulate should go under investigation, they full a corruption, if hulse should be in trouble, it found her. That entire consulate do duty work for the LBS. Don’t apologise for what is right. You found Ms Hulse to be a person you cannot trust with Belize’s international affairs and you were not afraid to let the governemnt know. They should be thanking you for trying to save Belize. They should be investigating what you alerted them to. Instead they are using you language as a distractor away from the real issue. Belizeans are not stupid. COME ON BARROW DEAL WITH THE REAL ISSUE.

I really don’t get it. Ms Kamela Palma is a well respected woman and has always respected every aspect of her job and she really takes her job seriously. If she left someone in charge in her absence, i really can’t see what the big deal about it. I am sure The operation was running smoothly and well directed. Why don’t you guys just come to an agreement and forget that situation ever happen. This is totally out of order and not professional at all. For Christ sake its the government matter. If the commissioner can be fired for such petty situation, then I don’t see why GOB is not cleaning the Immigration, customs and police departments where there are so much more corruptions and irregularities. Kamela Palma is an outstanding woman and will stand up for what she believes is right. Why should she have to appologize for not leaving her post in the arms of some theif ….she’d be the one having to clean up the mess after her…so she is right and I think she deserves and appology from the PM, CEO, media, etc.
