Former treasury clerk committed to stand trial for theft of public funds

While Mayor Zenaida Moya Flowers was discharged of criminal charges today, three other women charged in another sensational case were committed to stand trial. Back in July 2009, twenty-four year old Monica Escarpeta, a treasury clerk, was charged with the Theft of two hundred and ninety-one thousand dollars from the Treasury Department.

Her mother, fifty-three year old Yvonne Bevans, and a friend, twenty-eight year old Rhea Pennil, were also charged with Handling Stolen Goods. Escarpeta was the first to be linked to the theft when it was exposed that between September 2007 and May 2009, the stolen monies were deposited in portions to an Atlantic Bank account. Meanwhile, Pennil is accused of receiving over a hundred and fifty thousand dollars from Escarpeta between April and May 2009, knowing that the money was stolen.

As for Bevans, she was charged for allegedly assisting Escarpeta to conceal more than twelve thousand dollars in September 2007, also knowing that it was illegally obtained. Twenty-one written statements and an impounded Kia Sportage vehicle are among the evidence submitted against the women. Escarpeta is out on fifty thousand dollars bail, Bevans met her bail of five thousand dollars but Pennil, who was granted bail of forty thousand dollars, could not pay and was remanded. Their case goes to trial in next sitting of the Supreme Court in January 2011.

    Were this mother & daughter team allowed to use the stolen money to post bail with the stolen money & are they now being allowed to live off their ill gtten proceeds until they go to trial?

    Mein this is more than a quarter of a million dollars that this young woman is alleged to have stolen. Have we managed to reclaim some of it? It’s really sad to see people destroy the little chances they are given in life. Its tough but it’s the decisions people make in life and they simply don’t think they will be caught.

    Too many times…our tax money is stolen simply because Government is so far behind. Our security measures are so far behind. We still do manual accounting, recording on ledgers etc. We DO have hard working goverment employees but then we have the LAZY ones..those are the ones that treat you are bothering them when you call on them for service. If you have been to a government office i am sure you have met a couple of them. It is these employees that do nothing but think of how they can steal our tax money. If these ladies are guilty, they must pay the price. Now tell me..would’nt you want to see more smiles at government offices. I think that all government employees should undergo customer service training. Cause shucks mein..sometimes you meet up with some that uff…the file up thier nails…the chew up gum…the gossip up at full volume…are texting on the phone..and the list goes on and on…

    at least monica look like she bought food with her money cause she looks like she even store some in her cheeks for hurricane season cause she the only fat lookin one from yabra rite now
