Squatters and police clash during protest on Belcan Bridge

For the second time in five days the government has come under intense fire. On Friday, the bus owners paralyzed the northern and western highways over runs taken away from established bus owners and given to a new company owned by a highly placed party supporter. This morning at the crack of dawn, police descended on a community of squatters where a bridge is being constructed to connect Fabers Road Extension to Chetumal Street. The area was quickly barricaded as the police and Lands Department proceeded to destroy the houses of the squatters who were in deep slumber; seventy-five persons watched helplessly.  By mid-day the situation had escalated into open confrontation with the heavy handed security forces as the squatters made their way to the City.   We have been following this development since early this morning and News Five’s Isani Cayetano begins with the volatile situation at the Belcan Bridge.

A handful of evicted squatters congregated shortly before noon at the Belize City Center where, along with social activists Moses Sulph and Yolanda Schakron, they hatched a plan to block the flow of traffic across the BelCan Bridge.  Their action followed a short procession where angry residents, under the banner of the Belizean flag, made their way to the center of the bridge.  There they protested the need for justice.  The group of about forty-five to fifty men, women and children, feels slighted by government’s decision to have them forcefully removed from a tract of land which extends from the bank of the Belize River facing Chetumal Street to the Western Highway adjacent to Fabers Road.

“As a Belizean I am very, very dissatisfied that poor people are being oppressed in every sector of this country.  In every corner of this country it seems like our government is out to oppress the country and oppress the poor and make those who are poor lives even worst than it is.  The people out here [their] houses were broken down four o’clock in the morning.  These people have families.  They have no where to go now.  Where will they go?  To me it’s like the government is declaring war against the poor people of this country.”

Once traffic came to a partial standstill the police made its descent and the stage was then set for a massive showdown between the expelled residents and a team of armed officers.  Assistant Superintendent Alford Grinage took control of the scene at that point.

“Unu are here illegally, unu have no authority to block the bridge.  Unu are going to remove unuself off of the bridge immediately you understand me?”

What ensued thereafter is pretty self-explanatory.

We are about to remove everybody off the bridge.  Either you move voluntarily or you will be forcefully moved.  So please remove yourself off the bridge.

To get a clearer understanding of what led to this riot we’ll take you to Gungulung, an area behind Lake Independence which is being developed illegally.  This morning around five o’clock a team of workmen descended upon the community in one fell swoop, under orders from the Lands Department, and demolished a number of houses.  Rene Garbutt is among those whose homes were destroyed.

“I didn’t know at first that I needed to be three hundred yards farther to build my structure.  My structure was already built, not entirely to live in but it started out where it’s costing me at least five thousand dollars where it’s at.  The structure next to me was torn down and that house was beautiful.  It was made nice and costs at least fifteen thousand dollars, you know, and these guys just came and demolished that.”

The property Garbutt is referring to belongs to forty-four year old Rosalia Molina, a single mother of three.  The walls of her wooden home have been stripped.  The contents of her household are scattered across the yard at the mercy of the elements.  She tearfully described the arrival of the workmen and the mayhem that followed.

“The officers came and told her that she had to evacuate and take everything out of the house because they are getting ready to break this house down. She stand up for her rights. She said that she paid for everything. She has receipts for everything and she is not going to let them break this house down. And apparently they just did what they did—they didn’t finish the whole house.”

Molina, like forty-one year old Gilberto Carillas, have invested time and money into building these homes despite the fact that they were constructed on illegally acquired land.

“I get this land more than two years ago. Well I just come and I see like how all them people build their houses and that’s why I started to build my one. Well the problem is [that] I don’t want to continue with the rent right. I have my son to send to college this year and I try to save that money eena fu he college right.”

Today his home has been dismantled.  Sheets of zinc that were once his roof are now stockpiled on the roadside along with rectangular panes of plywood and other pieces of lumber.  His wife Martha was not allowed into the area.

“We come out here yesterday afternoon to try and find out what’s going on and Mr. Felipe said well the government agreed to remove houses [that are not] three land [spaces] to the back because they will need three hundred meters away from the street, three hundred feet.  So well we agreed to that.  He said the deal is to remove the houses [that are not] three hundred feet [away] and then he will give all the people at the back the survey free.”

Despite the offer a number of houses were destroyed, paving the way for what transpired on BelCan Bridge a few hours later.

However, the fault lays squarely on govt. who should take action from the very beginning and not wait until the people have invested time and money.     Let’s give the devil it’s due, these people knew from the start that they were setting up their homes on illegal land and should have expected the outcome but the worse part of this is that it is going to turn into something political that the opposition will jump all over to promote their agenda, they are six of one and half a dozen of the other hardly any different from the present administration, I still say why don’t the government just hand over a piece of property to all Belizeans that don’t already have property this should get rid of the problem with people always trying to set up homes on these illegal tracts.     All this is due to a lack of urban planning in the development of the city. There are no projects to address the problem of the accomodation for low income people like in any other country. That’s requires some kind of investment that probably the gob (the previus one as well) can not effort because is too busy to buy fancy cars for ministers, secretaries and sweethearts.

    Ayyy very very poor approach! Several things went wrong here, granted, I don’t know the full story and this is analysis based on this news.

    People have already established their lives there. They have built their houses and a community.

    1.) Regardless of whether they have broken the law GOB/City Council should at least have had the moral obligation to have a dialog and see how and where they could be relocated. What they just did caused more financial damage by destroying personal property, using police force personnel time and time being lost when the bridge project came to a stand still and other administrative expense that accrue while this is happening.
    2) Police Force should not just jump when the master calls, they should use their sense, ask questions and see whether Lands Department have exhausted all their resources to solve this problem. The Police Force should be the last resort that should be used. They are valuable asset to the community and they could have been doing something far more important if this issue was settled differently.
    3.) The GOB and the City Council should have relocated these families to a better place. This would have been a benefit to the city. I am pretty sure that these families would have loved to be landowners. Upon become landowners they become tax payers, self esteem will be lifted and as a result the chances of them becoming a productive citizen will increase. Furthermore, research has shown that if the parents are landowners their children will follow the same foot steps and thus the cycle of poverty is slowly broken down.

    We must all respect and adhere to the law of Belize. I sympathize for those families who were affected but by God if you are given a legal order then follow it. All born Belizeans respect the procedures to acquire a piece of land, so must any other that want to be a part of our country. for Sulph, Schakron and some politicians to jump at this and bash the Government is imature. what would they do if they were in power, can we conclude that squatting or taking over of Belize by Guatemala will be tolerated? Not every thing should be opposed, we need to find solutions together sometimes to continue building Belize the proper way. for those people who come to Belize and would like to do their own thing and not respect the law of our country, would you be able to do that in your parent country if you could then why come here, if you want to stay then follow our law…. dont abuse the democratic freedom that you came to in Belize.

There is a process for handling situations, but most people choose to do whatever the feel like doing… As I read there were no Creole people out there behaving this way only the Hispanic decent… Why do they think they can come to Belize and behave this way?

    I said a long time ago, the same problem in America with the Mexicans will happen in Belize, now here it it….

    As cruel as it may be it is the right thing that gov’t has done. I do not see why we have these people taking over land so easily. If I can sacrifice many things to purchase a piece of land, I do not see why other can’t or why others are given the priveledge to not do so. Their time has come and they have to go. If it were some other country, this situation would not happen in the first place. People would not be allowed to squat.

I do not agree with sqatters as they get land for free after a time and that is wrong. I pay for my piece of land and I work hard to do so and would hate that someone goes there to squat and expect it to theirs.     Both PUP and UDP governments have fail to prevent illegal activities such as squatting over the years. This may be the beginning of what may be an interesting period before election, as it will be interesting to see how GOB will deal with the thousands of recent migrants who are squatting on private lands all over Belize.     This is all politically motivated once again. Honestly, is anyone surprised that the intellectual lighweight Johnny Briceno was out there. While i do feel sorry for the kids, which the parents utilized in this protest, those squatters knew what was coming. They got warnings from March, which all of us saw on the news. They are breaking the law and why must our GOB cater to illegal immigrants, who were granted citizenship by the last PUP government to get votes, while the real Belizean born and raised have to go thru the due process to get land. No where in the world can someone just go and build a house on a piece of land thats not theirs. I don’t blame the police and the ministry for doing its job after these people had more than enough warnings to move. The government were GIVING them land in Ladyville to rectify the situation, but these people refused. The government had to move these people bc everyone would start squatting if they allowed these people to stay there. PUP need to stop stirring up trouble before it ends up backfiring on them. Its sad to see everything being politically motivated and how the politicians play on the tribulations of the people to gain votes. It dont matter which party is in government, squatting cannot be allowed to happen when there are the majority of the Belizean people going thru the due process to acquire a piece of land.     I am sure the Ministry of Human Development and Social Transformation saw this… Cut the Boost program and use those millions to help these people. Where is housing going to help in this?

    It is time for the Government to start thinking on what to do… instead of what they did… our people need that.

    could all the Media houses come together and start a movement to generate a little money to help these people? Can the Banks come together to start a little program that will encourage the public that they have as customers to donate that dollar, or that 50c to help our people?

    All the land that is -confiscated- i do not know if that is the right word, by the banks can be sold to the people at a lower cost.

    This is why our country is this way. No law and order in this country. The people seeting up camp at that place are illegal. Why are we condoning illegal activities. How can those people set up homes in those area when there are no utilities in the area like water and electricity. If they live there it won’t be suitable areas to have a family with kids to be living. Its a shame opposition jumps on this band wagon. Poor thing the opposition is so weak. COLA and the lady Nunez are some instigators and they need to stop try and instill more violence in this country.     what happen years ago when the PUP was in will never happen again. When we had that massive demonstration because of the dfc fiasco and so forth. This UDP is saint compare to the PUP back then. So people please stop try becuase it will not work. Last week friday now yesterday and its under control. Look at how our prime minister handle last week affair. That was awesome. So Nunez and COLA you need to get support before you try those things again and believe you me. The mass of the population are not with you guys especially anything that have Kremandala written all over it.

    It is horrible that this had to happen. I feel so saddened at the person in the picture where he was being dragged in the streets with his head riding on the pavement. These are poor people and they only made their lives even worse. Why were they not relocated?why send them letters? these people are probably illiterate. where is the so called children’s department and all the groups that are there for the children ? why were they not there ?     The police looks like Belizeans but the squatters appear to be Mexicans or Guatemalans. These people appear to be mostly immigrants. How come there were very few black belizezns there? It seems that it was a Latinized group that has been bolstered by the latest census that tells them that they are in the majority. Why did they NOT squat in their own country? No urban planning is possible if anybody just clear land and build where they please.

    It is indeed a challenge to communicate with poor people and squatters but this is the result a reputation for secrecy and deception. There is serious procedural communication problems, and meaningless public involvement by authorities. The udp lackeys, cronies, haves are insensitive and indifferent, while the authorities’ attitude are callous yet it is the same authorities who must ensure amenities, land, etc.
    Problems like these will repeat themselves until the authorities recognize the humility, integrity and labour of these people…. they are not contributing to the crime problem; they are not criminals. They are simply poor!
    Therefore it is demanded that the gov’t provide alternative accommodation to them. At the same time the gov’t needs to eradicate themselves of the cancer of corruption. The poor are always the victim of corruption. The poor does not know how to circumvent the law and escape punishment like the lackeys, cronies and haves.
    Barrow shouldn’t be blamed for every foul ups by his pool of ignoramus; he will break! The incompetence of his ministers is immeasurable. Whatever the pup was, they were never cruel, senseless and uncaring towards the poor.

    Although I do not agree with squatting it is inhumane to do what this government did. If they knew that this people were illegal then find them a lot of land. I don’t think that this people are illegal people, probably a few but not all. See the problem. A lot of our people in Belize city do not have land. Families of 10 or more living in a small house lot. Man, people in government please think. Start to take out some of these people out of the city. Give them land out of the city. That is why there is to much violence in Belize city. Everybody has the right to own a piece of land. If the opposition leader and other leader were there is because they feel for these people . You don’t have to be PUP of UDP to sympathize with these people. Just looking at these people and the children will break my heart. So people who are criticising have some feeling. It seem to me that in Belize we have to involve politics in what ever happens.

    Some of you say GOB is Cruel. Why don’t y’all let these people come in your yards and build a house without your permission and see how it is. You people need to look beyond the Blue color thats in your eyes. Thats why this country is in this state bc we go by which party we are affiliated with and make silly comments bout how GOB chancey and what not. These people down right refused land in Lords Bank when GOB was trying to relocate them. They had more than enough warning both written and orally, the country saw this in March on the news. The sensible Belizeans that squatted there has moved leaving only these immigrants. How facey must you be to build on lands that are not for you, where no electricity or water is available. Its sad that these people lost their houses but they knew the consequences of their ILLEGAL actions. I bet if any of you had owned a piece of land there, you wouldn’t be singing the same tune. Wake up and wise up people. You need to stop see blue and red and use your head and see whats happening. See the bigger picture. Y’ll caught up in Politricks and most of you don’t even understand the games being played by the opposition.

    If we allow the country to be developed this way sooner then later some parts of the country will look just the way the shanti towns of Haiti, South Africa and many other country look.

    If people chose to break the law these are the consequences they will face. I am sure there are those who are destitute by no fault of their own and need public help but the vast majority of people who live like this is because of the choices they made in their lives. They chose not to go to school and they chose to do things that will get them to the position they are in.

    The government need to come up with some low income housing to help those that truely need help.

    I bet if u check the documentation of those people protesting yesterday you would find that they come to Belize not too long ago. I might even dare say right before the last election, typical PUP behaviour. Those people cant do what they did yesterday in the country they were born in so what give them the right to do what they did yesterday. Let the government give them some land by having them apply for it just like how the rest of Belizeans, naturalized or born yah have to do it. Lastly the leader of the opposition looked really cheap yesterday the hug people. Ask yourself If no camera was around would he even be there? I think not

    I have no simpaty on d squatters caz i know for a fact that some people out there building on the GOB land has land if not lands ina dem name. I am sure of two persons i saw on d news clip that has land in caye caulker and has a big house renting apartments on it. I think they r just greedy for land.
