The principle is the same as if a dealer was caught redhanded with cocaine, and asked to share his profits with GOB. It is all wrong. This government negotiates with gang leaders also while the small man goes to jail for minor crimes.
There are 3 options for the illegal harvesters.
1) Sell the rosewoods at world market value and incur all expenses; then give GOB all the proceeds from that sale.
2) Pay 3 times the fine in relation to the world market value.
3) Mandatory jail time.
The only thing they should share is a prison cell. They both broke the law and should pay for it.

Yet the rosewood is cut, what should be done with it? I say itshould be given to the Mayans from whose land it was cut, for their use and profit. IT IS IMMORAL FOR THE THIEVES THEMSELVES TO PROFIT A PENNY FROM STEALING MAYAN RESOURCES!
