Victim fails to show in court and immigration officer freed of rape

Tonight, a Senior Immigration Officer, who was accused of abusing his authority by raping and threatening a Guatemalan waitress with deportation, is a free man. Thirty-nine year old Winston Arzu was stationed in San Pedro when he was accused of raping the woman on five separate occasions between January and March, 2010. The woman, who worked at a bar on the island, claimed that Arzu threatened that she would be deported if she told anyone. The Police could not locate the twenty year old woman to give testimony in court and the prosecutor was forced to enter a nolle prosequi, which means that while Arzu is free, the same charges can be brought against him at a later date.

He did threaten her with deportation if she reported the rapes and then she does not show up in court.

probably he sent a threat again after he found out she did report him, and fearing that going to court she might be charged for illegal entry or get deported. being she’s a guat doesn’t means he should get off the hook after he is accused of rape on several times. this should be investigate more thoroughly. as usual many law officers or gov personnel always get away with things like this, make it be a regular joe and you’ll see him jail for such thing. rape is rape regardless if the person doesn’t apprear in court. could be many factors , threats, fear of being deported, fear of being charge of illegal entry, fear of being fired after this scandal with the bar owners. so can we see clearly why this should not be left to go under the rug so easy.
