Documents from the Immigration and Nationality Department confirm Elvin Penner’s involvement in passport scandal
Documents proving that former Minister of State Elvin Penner participated in every step of the current passport scandal have surfaced. Those documents are the nationality certificate and the recommender declaration for one Kim Wonhong, a national of the Republic of Korea. Both of them bear Penner’s signature, and one bears his certification that he is a personal friend of Wonhong. First, the Certificate of Registration, which confirms that the person named is a citizen of Belize. It is made out for Kim Wonhong, born on February tenth, 1961 and residing in the Piccini Area of Belmopan. The document bears the stamp of the Belize Immigration and Nationality Service and the signature of Elvin Penner as Minister. The date on the document is April twenty-second, 2013. That certificate, signed by Penner, paved the way for an application for a Belize passport. Penner is the man who recommended his personal friend Kim Wonhong for a passport. He claims that he has known Wonhong for three years, and signs to that effect. That document is dated September third, 2013. 
The documents are damning for Penner, since Wonhong allegedly never set foot on Belizean soil. Even worse, when the passport was recommended and reportedly processed within three hours on September ninth, Kim Wonhong was incarcerated in Taiwan. He has been in lockdown there since July thirtieth. But with all this said and done, officials from the Immigration Department, including the Minister of Immigration Godwin Hulse, have carefully skirted Penner’s involvement in the scandal. In fact, the whole investigation seems to be focused on three immigration staffers, two of them very junior. Experience has proven that when scandals rear their ugly heads, public officers pay and politicians walk away…scot free, that is.
Picini area is not an address! The man knowing falsify the address, because if he gave a house number, which would have been a real address, that could have been verified in minutes! lol.. It’s not unusual for this government to be giving false address, because if we look at some of the people registered by them in the last election, these are the KIND false address they had. Find these people IF YOU CAN! DECEPTION HAS BECOME THE RULE OF THE DAY.
Rampant corruption have overtaken the UDP ministers, and by extension our government. That is why the PM said he has already done his part by asking Penner to resign from his UNDER THE TABLE perks. The government vehicle need to be taken away and all the things he cannot account for. Income tax need to audit this man, and FIU need to investigate his finances. The people need to put the recall mechanism in place, because Penner has disgraced himself as a minister. See why we shouldn’t call these men HONERABLE! Gosh…what a bunch of unquenchable mongrels we have ruling over us, and we are suppose to respect them as our leaders!
While all eyes are focused on Penner, Chang need to be fired from his councilor post as well. He is the deputy Mayor of Belize city, and Penner could not have known about Kim Wonhong. Chang speak their language and is the only one who could have brought all the information to Belize. Money was no problem, because Kim Wonhong have it….and….PLENTY OF IT!
IT’S the only thing that get anything done in Belize. Just show the $$$$$$$ cause everything IS FOR SALE!
Godwin Hulse has become as corrupt as the elected politicians. SO much for always being on a podium. Now that he holds power, he NO LONGER walks the talk. He has become one of the corrupt members of government. You check and see perks he has awarded first to his (ex?) son-in-law and now daughter (investigate him closer)!!!!

At Concern – more importantly Penner has brought disgrace upon the Government of Belize and by extension the entire country of Belize. Karim. I completely agree with you. It feels like my country has turned into a prostitute. Where is the toothless judiciary? These culprits need to face justice.
I dont know what all the big deal and noise is all about. A whole Maya Ruin was destroyed, and up to now, nothing has nor will come out of it.
As with everything else, this will be swept under the carpet, and forgotten about wthin weeks, because the people are soft, and also powerless.
Don’t get caught with a stick of weed, or get caught for stealing to try to feed your children….you will be JAILED.

Kim say that is so. Pay the politicians so they won’t roll on me. You pay unelected government officials they turn against you to avoid jail time. Politicians have immunity with their get out of jail card, no back biting from them, maybe a little hush money to help them for the inconvenience.
